USCG Electronic Notice of Arrival and Departure

The USCG Electronic Notice of Arrival and Departure (eNOAD) system is a crucial tool for vessel operators arriving in the United States. It allows them to submit required information to the USCG and Customs and Border Protection (CBP) before arriving, improving maritime safety and security.

Certain vessels, such as commercial vessels, foreign vessels, and certain US vessels carrying hazardous materials or passengers, are required by law to submit a Notice of Arrival (NOA) to the USCG. The eNOAD system enables vessel operators to submit their NOA electronically, providing the USCG and CBP with critical information about the vessel’s identity, ownership, and location.

By receiving this information beforehand, the USCG and CBP can make informed decisions about safety and security measures, as well as ensure the efficient movement of goods and people through US ports. However, certain vessels are exempt from eNOAD requirements, such as recreational vessels, fishing vessels under 300 gross tons carrying no hazardous materials, certain government vessels, and small commercial vessels under 300 gross tons carrying no hazardous materials or more than 12 passengers.

It’s important to note that even if a vessel operator meets an exemption, they may still be required to report their arrival to USCG or CBP in a different way, such as by radio or phone. Exemptions may also have conditions or limitations that must be met. Vessel operators should consult with USCG or CBP to determine their reporting obligations before arriving in the United States.
